Teresa’s path to land use law began in architecture school, where Teresa developed an interest and passion for community planning and urban design. Early in her career she was an urban planner, designing large multi-use projects, community plans, and architectural guidelines. She then served as Town Planner for a small, rapidly growing community, where she engaged the community in completely re-writing the Town’s Comprehensive Plan and Zoning Code. Later, as a planner and civil engineering project manager, Teresa designed and managed large site development projects from inception through construction.
Her interest in the laws that shape and regulate community development led Teresa to attend law school. As an attorney, Teresa’s background in the nuts and bolts of site development, permitting, community engagement, and site design enables her to find creative, efficient, and sometimes surprising solutions to complex land use disputes.
Teresa is committed to obtaining the best outcome for her clients through negotiation or mediation when possible, and she will zealously advocate for her client if a dispute must go to trial. Teresa is proud to be Counsel for the Built Environment.
Experience.
Experienced land use, zoning, and real estate attorney with extensive experience in eminent domain (2011-Present)
Planning and Civil Engineering Project Manager, responsible for initial design through construction of large site development projects (1996-2001)
Urban Design and Community Planner on award-winning projects at national architecture/engineering firm (1987-1991)

Successfully represented over 100 clients in eminent domain/takings matters
Represented numerous clients in land use litigation, permitting, easements, variances, public hearings, and community engagement
As chairperson of the County Environmental Affairs Board, contributed to drafting State of Maryland County’s first forest conservation ordinance
Committee member for development of best-management practices for stormwater management in the State of Maryland
